I start Stellaris via Steam, the launcher takes a little over a minute to start, then takes another minute of logging into my account, during which it tells me "Looks empty here." instead of showing my modlist, while falsely claiming that I neither had a playset selected, nor that I even had any.
A thing to note would be that it happens to the Paradox Launcher regardless of what game you're launching I don't have HOI4, instead this happened to me just now while starting up Stellaris:
